Regional area strategy for industry and energy 2026-2050

The Kongsvinger Region Intermunicipal Political Council (KIPR) decided on September 18th that "proposals for Planning program for Regional area strategy for industry and energy" sent for consultation in the region with a consultation deadline of November 1, 2025.

In June 2025, the Energy Strategy was adopted in all six of our municipalities, and work to implement the strategy is now underway. One of the areas the region is now addressing is revising and further developing the Kongsvinger region's land strategy for industry (adopted in 2017), in light of new needs within energy, biodiversity, infrastructure and market development, as well as national and local climate goals. The regional land strategy for industry and energy will function as a common management tool for the municipalities' land policy, and set guidelines for long-term planning of industrial establishments and renewable energy. The purpose is to ensure comprehensive and predictable land management that balances consideration for natural values, social development and industrial needs.

The planning program describes the Kongsvinger region's plan for revising the Regional Area Strategy for Industry and Energy 2026-2050, and contains study themes, tasks and a plan for participation, as well as specifying the framework and goals for the planning work. The Kongsvinger region will rely on and gain knowledge from the Innlandet County Municipality's knowledge base for "Regional guidelines for solar and wind power", which is a tool that municipalities can use in prioritizing areas for renewable production. The extensive work has been initiated by Innlandet County Municipality, in collaboration with the State Administrator, where external and local knowledge has been obtained through participation processes.

The proposed planning program has been developed by Klosser Innovasjon on behalf of KIPR. The document has been prepared in collaboration with professional resources in Kongsvinger, Sør-Odal and Åsnes municipalities. In addition, THEMA Consulting, which assists Innlandet County Municipality in the preparation of "Regional guidelines for wind and solar power", has reviewed the proposed planning program.

It is crucial that the regional guidelines are coordinated based on local conditions, and a participation plan is developed to ensure that regional and local issues are taken into account. These may include specific requirements related to the visitor industry, cultural heritage, important outdoor areas, public health, the needs of the armed forces, etc.

Use the consultation period to promote topics that are important for further work!
